Why double down on hard 12 in 4-8 deck blackjack?

Trying to learn basic blackjack strategy using this chart.

According to the chart you should always double down (or hit) on a hard 12, regardless of the dealers card. I’m just trying to understand why this is as imo there is a good chance of busting on a hard 12?

Edit: just want to clarify what I’m asking.. According to the chart you should double down if you have a hard 12 even if the dealer has an A or 10. But at the same time it only suggests hitting on a hard 11 when the dealer has an A/10. Wouldn’t doubling down on a hard 11 be a better play then doubling down on a hard 12?
