Hello! I used to be an analyst at the worlds largest casino company, and I can help answer this. Technically speaking if a wheel is in balance and the dealer spins the correct minimum revolutions, it should be 100%. There are dealers that swear they can hit a third or a quadrant, but I’ve never seen it consistently happen.
There are advantage players that have and will try to scope out of balance wheels that do in fact have a bias. There’s a famous story of a group that did this and made millions.
Also, that board that says “hot and cold numbers” always has “for entertainment purposes only” on it for a reason. On a perfectly balanced wheel with a proper throw, there are no hot/cold… just simple sampling distribution that has taken place.
